Key Expert – HR ERP System Lead Consultant (Cat. II) Project: Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance. Location: Damascus, Syria Indicative Start Date: 9 December 2026 Implementation Period: 14 months NTU International is currently identifying qualified experts for the EU-funded project Technical Assistance to the Syrian Ministry of Health. We are seeking a highly qualified Key Expert – HR ERP System Lead Consultant to provide technical leadership and strategic support for the deployment and institutionalisation of a Human Resources Enterprise Resource Planning system within the Syrian Ministry of Health. Qualifications and Skills Required: Master’s degree in IT, Computer Science or Information Systems. Strong analytical, problem-solving, interpersonal and communication skills. Ability to work with government officials and multicultural teams. Proficiency in MS Office Suite and virtual collaboration tools. General Professional Experience: Minimum 8 years of professional experience in deploying Human Resources Enterprise Resource Planning systems such as Odoo, SAP SuccessFactors, Oracle HCM, Microsoft Dynamics, or similar enterprise platforms. Specific Professional Experience: Demonstrated experience in data migration, system integration and user training. Prior experience in at least 2 similar ERP deployments in developing country contexts is mandatory. Proven experience in public-sector or health-sector deployments is highly desirable. Language Requirements: English fluent written and spoken proficiency mandatory; Arabic skills considered an advantage.
