Procurement Officer

SAUDIZATION PRIORITY — PRIORITY IS GIVEN TO QUALIFIED SAUDI NATIONALS FOR THIS POSITION, IN LINE WITH PSC POLICY, THE NITAQAT PROGRAM, AND MHRSD LOCALIZATION REGULATIONS. JOB PURPOSE Establish PSC's procurement function: qualify vendors and subcontractors, run competitive quotations, issue purchase orders, and track deliveries — with full traceability of who is selected, why, and against what criteria. KEY RESPONSIBILITIES ▪ Build and maintain the approved vendor and subcontractor register: CR, license validity, GOSI/WPS standing, financial capacity, references, and trial-package performance. ▪ Issue RFQs, prepare commercial comparison sheets, negotiate prices and payment terms, and recommend awards to the COO. ▪ Issue and administer purchase orders and call-offs against framework rates; expedite deliveries against site need dates. ▪ Track supplier performance (quality, lead time, reliability, commercial discipline) feeding the quarterly scorecard. ▪ Coordinate with Storekeeper/Logistics on receiving inspection and with Finance on invoice matching (3-way match). ▪ Set up procurement registers, PO templates, and ERP procurement records (Stage 1 deliverable). QUALIFICATIONS & EXPERIENCE ▪ Bachelor's degree in Engineering, Supply Chain, or Business Administration. ▪ 4–6 years' proved procurement experience in the Saudi construction sector. ▪ Familiarity with construction materials and specialized systems (EIFS, GRC, steel, MEP materials) preferred. CERTIFICATIONS & REGISTRATIONS ▪ CIPS certification (any level) preferred. ▪ Valid KSA driving license preferred. SKILLS & COMPETENCIES ▪ Negotiation, cost analysis, and supplier relationship management. ▪ ERP procurement modules and advanced Excel. ▪ Integrity and full documentation discipline in every transaction. LANGUAGES Arabic and English — professional proficiency. GENERAL EMPLOYMENT TERMS ▪ Employment contract per the Saudi Labor Law, registered on Qiwa; probation (180 days). ▪ GOSI registration from commencement; salary paid through the Wage Protection System (WPS/Mudad); working hours, overtime, leave, and end-of-service benefits per the Labor Law and PSC HR policy. ▪ Competitive package aligned to Saudi construction-market benchmarks for the grade; disclosed to shortlisted candidates by PSC. ▪ Engineering titles require valid Saudi Council of Engineers (SCE) registration as a condition of employment.
