Job description
Job Summary
The Senior Local Content Specialist leads Manar Al-Omran Group’s local content performance across all manufacturing and trading entities. The role covers LCGPA local content measurement and certification, Saudi Aramco IKTVA reporting, Mandatory List compliance, and supplier localization.
The core mandate is to turn local content from a compliance requirement into a commercial advantage: a higher, audit-proof score that secures price preference in government tenders and strengthens the Group’s standing with Saudi Aramco, SABIC, Ma’aden, NEOM, and major EPC contractors. Working closely with Finance, Procurement, HR, and the factories, the role builds the data, controls, and improvement plans that raise the Group’s local content score year after year.
Key Responsibilities
1. Local Content Measurement, Reporting & Certification
- Prepare the local content score card for each entity in line with the LCGPA methodology: classify expenditure, compute the score, and document the basis of every classification.
- Own the annual certification cycle: evidence packs, auditor queries, findings closure, and certificate renewal before expiry.
- Maintain a single, version-controlled local content register (baseline, targets, actuals, certificates) for all entities.
2. IKTVA & Client Local Content Programs
- Prepare and submit Saudi Aramco IKTVA forecasts, actuals, and plans; secure the IKTVA certificate and keep the Group's vendor status protected.
- Meet client-specific local content requirements (SABIC, Ma'aden, NEOM, SEC, and EPC contractors) at company and project level.
- Reconcile IKTVA and LCGPA figures and explain any methodology differences to management and clients.
3. Mandatory List, Government Tenders & Compliance
- Track Mandatory List updates and assess their impact on the Group as both manufacturer and buyer; manage exemption requests where justified.
- Ensure local content documentation for government and semi-government tenders (including Etimad) is complete, accurate, and submitted on time.
- Identify products eligible for price preference and maximize their use in bids.
4. Procurement & Supplier Localization
- Classify suppliers as local or foreign, collect supplier LC certificates, and track the share of spend with local and certified suppliers.
- Identify imported raw materials and components that can be sourced or manufactured locally; build localization business cases with Procurement and the factories.
- Support supplier development, including local SMEs, to grow the Group's qualified local supplier base.
5. Workforce, Saudization & Capacity Building
- Work with HR so that Saudi headcount, wages, Nitaqat data, and training spend are captured accurately in the score card.
- Quantify the local content impact of hiring, training, and outsourcing decisions and recommend options that lift the score.
6. Policy, Systems & Data Governance
- Develop and maintain the Group local content policy, procedures, and RACI across Finance, Procurement, HR, and the factories.
- Build ERP reports and dashboards (Excel / Power BI) that track local content in real time instead of at year end.
- Run awareness sessions for managers and buyers on local content rules and their role in the score.
Requirements
- Bachelor's degree in Accounting, Finance, Supply Chain, or a related field.
- 5 to 8 years of total experience, including at least 3 years of hands-on, in-house local content and/or IKTVA reporting.
- Has led at least one full LCGPA certification cycle, including work with a certifying body and closure of findings.
- Working knowledge of the LCGPA score card methodology, Mandatory List, price preference, and IKTVA guidelines.
- Preferred: experience in manufacturing, industrial, or contracting companies; LCGPA local content certification; SAP / Oracle ERP.
- Advanced Excel; Power BI is an advantage. Fluent written and spoken Arabic and English.
- Based in Dammam, with regular travel to Group factories and sites.
